This is a 1984 Pocket 'Bots wind-up walking robot by Tomy.  The robot is about 2.25" tall and is still brand new and factory sealed.  The packaging has wear from age and storage including bending, creasing, yellowing, other discoloration, and there are some old grocery store price stickers on the front of the card, though nothing which effects the robot itself.
